Almost everything else on those long "200 ranking factors" lists is a rounding error for a plumber, roofer, or cleaner.

For the map pack, a complete, correctly categorized profile with photos and accurate hours beats a prettier website almost every time. This is where local search starts.
Count, rating, and recency all matter. A steady trickle of new reviews signals an active, trusted business. Under ~20 reviews and you're often invisible in the pack.
Pages that clearly answer what people search — service pages, cost guides, "repair vs. replace." This is what ranks below the map pack and brings in the research-phase customer.
Most service searches happen on a phone. A site that loads fast, reads well on mobile, and has a one-tap call button keeps both Google and the visitor happy.
Consistent name, address, and phone across directories, plus a handful of relevant local links. Helpful, but secondary to the four above. Don't lead with this.

Google has said hundreds, and the exact weighting isn't public. The count matters less than the order: a few signals carry most of the weight for local, and the rest are minor for a service business.
As relevance, yes; as stuffing, no. A page should clearly be about what someone searched, in the words a customer would use. Repeating a keyword dozens of times does nothing good and can read as spam.
